Road Level:
- Level LV: Low Volume Roads (AADT <500vpd)
- Level 1: Low to Moderate Volume Roads (AADT 500 - 10,000vpd)
- Level 2: High Volume Roads (AADT >10,000vpd)
- Level 3: High Volume, High Speed Multi-lane Roads, Expressways, Motorways (AADT >10,000vpd and speed >75km/h)

The NZ Transport Agency’s Traffic control devices manual part 8 Code of practice for temporary traffic management describes best practice for the safe and efficient management and operation of temporary traffic management (TTM) on all roads in New Zealand and is mandatory on state highways.

TTM Measures:
- Full Road Closure: No traffic can move along the section of road in any direction
- Closure 1 Direction: 1 direction closed to traffic, other direction moving as normal
- Closure 1 With Contraflow: Must be road with multiple lanes – one lane usually used in direction X is changed to allow traffic to flow in direction Y
- Closure With Stop and Go: Traffic from both directions share the one stretch of road, access is limited to ensure safety (lollypop men)
